CORE CAPABILITIES

Procurement Classification & Contracting Alignment

RMA_COLORLOGO.png

Reva Murphy Associates maintains a strategically selected portfolio of North American Industry Classification System (NAICS) and Product Service Codes (PSC) aligned with federal and state construction, repair, and facility sustainment demand. Our primary NAICS classification is Roofing Contractors (238160), supported by additional construction, specialty trade, building systems, design, remediation, and exterior services classifications that allow RMA to perform as both a prime contractor and subcontractor across a wide range of government programs.

RMA’s NAICS coverage includes industrial, commercial, and institutional building construction; exterior systems and specialty trade contracting; electrical, plumbing, HVAC, drywall, insulation, and finishing trades; specialized design services; landscaping; and remediation support. This structure enables flexible participation across construction, repair, alteration, maintenance, and sustainment requirements.

In addition, RMA aligns with key federal Product Service Codes used by Contracting Officers and Small Business Specialists to identify, validate, and evaluate qualified vendors. These classifications include construction of facilities, maintenance, repair, and alteration of real property, maintenance and rebuilding of construction and building materials, and roofing and siding materials. Together, these codes support accurate vendor discovery, market research, and acquisition planning across federal procurement platforms.

Our experience includes multiple task orders with the U.S. Army Corps of Engineers (Sacramento District) supporting facility renovation, repairs, and long-term sustainment initiatives.

RMA has performed hospital renovations, mechanical system replacements, and facility upgrades for the Department of Veterans Affairs, as well as construction and renovation projects within secure environments for the Department of Justice and Federal Correctional Institutions. Our portfolio also includes historic structure rehabilitation, seismic retrofits, and museum facility work for the National Park Service, along with utilities upgrades, site improvements, and historical rehabilitation projects for the Bureau of Land Management.

Additional federal experience includes design-build facilities and housing support projects at Beale Air Force Base, fire suppression rehabilitation and facility upgrades at NASA Ames Research Center, and facility repair and interior renovation projects for the U.S. Coast Guard and Naval Facilities Engineering Systems Command (NAVFAC).

Built to Perform in Federal Environments

Reva Murphy Associates maintains bonding, safety, and quality controls structured specifically for government construction and sustainment programs. Our bonding capacity supports contracts up to $2.5 million per award with an aggregate capacity of $5 million, aligning with small business set-aside construction projects, task orders, and emergency procurements. RMA implements site-specific safety planning, complies fully with OSHA and agency safety standards, and maintains quality control systems aligned with contract specifications and disciplined project documentation. We understand that safety, quality, and recordkeeping are inseparable from performance in government contracting.

RMA also delivers measurable socio-economic value through verified small business classifications that support agency acquisition goals. Our designations include Women-Owned Small Business, Small Disadvantaged Business, and DOT-Certified Disadvantaged Business Enterprise, along with applicable state and local certifications. These classifications support set-aside awards, subcontracting plans, and socio-economic credit while reducing compliance risk for contracting officers and prime contractors.

From a contracting perspective, RMA is positioned to support a wide range of federal acquisition strategies, including simplified acquisitions, emergency procurements, IDIQ, MATOC, and JOC task orders, design-build contracts, and repair, alteration, and maintenance programs. We perform effectively as both a prime contractor and subcontractor, adapting to agency needs and project delivery models.

Geographically, RMA maintains strong execution capability across California and the West Coast while supporting nationwide federal requirements as needed. This structure allows us to deliver regional responsiveness while meeting the scalability and compliance demands of multi-agency federal procurement programs.
